Salary: £45,000 - £50,000 per annum dependent on experience

Job Purpose
At Outcomes First Group, we are dedicated to ensuring the highest standards of compliance and operational efficiency within our People Services function.
This role will lead the People Services Operations Team, ensuring both HR operations and compliance processes are robust, efficient, and aligned with legislative and regulatory requirements.
The postholder will be responsible for all aspects of HR compliance, including safeguarding, pre-employment checks, and adherence to policies and procedures, while also ensuring the effective delivery of HR operational support throughout the employee lifecycle.
This role will also oversee the Data and Systems Team, ensuring HR technology and data management processes support efficient service delivery, compliance, and continuous improvement.
Key Responsibilities:
- Oversee and manage compliance across all People Services functions, ensuring that all employees meet legal and regulatory requirements before starting employment.
- Ensure the timely and thorough completion of pre-employment checks, including DBS checks, right-to-work verification, reference checks, and health screening.
- Develop, implement, and maintain policies and procedures that align with safeguarding and regulatory obligations.
- Oversee and manage the People Services Operations Team, providing guidance, regular 121s, objective setting, and wellbeing support.
- Manage the administration of all HR processes, ensuring efficiency, compliance, and continuous improvement
- Provide and lead teams by example by providing our services with exemplary customer service
- Ensure accurate record-keeping and maintenance of all HR documentation, including contract updates, annual leave, statutory leave, and absence records
- Work with internal and external auditors to ensure all HR compliance requirements are met, addressing any issues identified
- Maintain and develop the HRIS, ensuring data integrity, GDPR compliance, and efficient workflows
- Ensure that onboarding processes align with compliance and operational best practices, guaranteeing all required checks are completed before new employees commence work.
- Monitor compliance performance, producing reports and analysis on key compliance and HR operational metrics, such as DBS renewal rates, training completion, and policy adherence.
- Manage contracts with external suppliers related to People Services (e.g., HRIS providers, recruitment agencies, and occupational health services), ensuring service levels and compliance obligations are met
- Collaborate with the Communications Team to keep the People Services intranet pages and external careers site updated with relevant compliance and operational information.
- Ensure all HR processes are aligned with the organisation's safeguarding responsibilities, supporting safer recruitment and ongoing compliance monitoring
- Facilitate strong working relationships between the People Services Operations Team and the wider People Services Team.
- Lead on ad-hoc projects related to HR compliance and operational improvements
- Oversee the Data and Systems Team, ensuring they provide secure and efficient access to HR systems, maintain data accuracy, and support HR analytics needs.
- Ensure all employee data is handled in line with GDPR regulations and internal data protection policies, maintaining strict confidentiality and integrity.

Experience, Skills & Qualifications:
- Strong understanding of HR compliance, including safeguarding, pre-employment checks, and employment law
- Ability to interpret and implement regulatory requirements into HR processes and policies.
- Strong IT proficiency, including Microsoft 365, Cognos, and HR Information Systems.
- Effective communication skills, both written and verbal
- Ability to build strong relationships with internal and external stakeholders, ensuring compliance is embedded within the organisation
- Organisational skills to manage multiple priorities while maintaining accuracy and compliance.
- Ability to analyse and present compliance and operational data effectively
- Understanding of budget management and cost control within HR operations
- Significant experience in HR compliance and operations, including recruitment, onboarding, and employee lifecycle processes
- Experience in managing safer recruitment practices, including DBS checks and right-to-work compliance
- Experience of line management, with the ability to lead and inspire a team
- Experience of contract management with external providers
- Knowledge of GDPR and the importance of confidentiality within HR
- Experience supporting TUPE transfers and handling employment documentation
- Experience managing HR systems and ensuring data integrity and reporting accuracy.
